Javier Ortiz is a licensed civil engineer, problem solver, and lifelong learner with more than two decades of experience helping people navigate complex projects. After a career that included managing major construction and infrastructure projects across the country, Javier chose to make Whidbey Island home and build a business rooted in service, craftsmanship, and community.

As the founder of Practical Markings LLC, Javier combines technical expertise with a practical, hands-on approach. Whether he's designing a parking lot layout, improving traffic flow, or helping a property owner understand ADA requirements, his goal is simple: make spaces safer, clearer, and easier to use.

What excites Javier most is solving problems. His work often begins with striping and pavement markings, but his passion lies in understanding the bigger picture. Using advanced 3D laser scanning technology, he helps property owners, businesses, HOAs, and organizations document existing conditions, identify challenges, and make informed decisions about future improvements.
